This is a remote position. The PeopleSoft Financials Developer will support the Texas Health and Human Services Commission (HHSC) on the CAPPS Financials Migration Project. The agency is seeking a skilled developer for a critical migration initiative involving the transition from a legacy .NET-based system to PeopleSoft Financials. This role is responsible for analyzing legacy systems, reverse-engineering business logic, extracting critical data, and performing standard PeopleSoft development tasks. The qualified candidate must possess strong written and verbal communication skills to document and explain legacy logic to the project team and stakeholders. Standard SDLC tasks and other project-related duties are included as needed, and some off-hours work may be required depending on the project phase. Responsibilities - Review, analyze, and modify PeopleSoft programming systems including encoding, testing, and debugging to support the agency's ERP applications. - Ensure software can be completely integrated into the PeopleSoft ERP system. - Analyze the legacy system built on the .NET framework to support migration efforts. - Reverse-engineer existing business logic and extract critical data from legacy systems. - Perform complex data migrations from legacy systems to PeopleSoft Financials. - Coordinate software integration and maintain technical documentation throughout the project lifecycle. - Communicate and document legacy system logic clearly for project teams and stakeholders. - Execute standard SDLC tasks in support of ongoing project phases and deliverables. - Lead or direct the work of others as needed, applying a wide degree of creativity and latitude. - Perform other project-related tasks as assigned, including off-hours work when required and pre-approved. Requirements Minimum Qualifications - 8 years of development experience with PeopleTools. - 2 years experience working with PeopleTools 8.59 or higher. - 8 years experience with an advanced Oracle database. - 8 years experience with the ability to read and interpret .NET code (C#, VB.NET) and SQL Server stored procedures. - 8 years experience in legacy to PeopleSoft complex data migrations. Preferred Qualifications - 4 years of experience working with a public sector organization (Federal, State, or Local Government). - 2 years of experience working with the Comptroller of Public Accounts (CPA) CAPPS Financials. - 2 years of experience with Jira. - 1 year of experience working with the Scrum framework. Additional Requirements - Services are expected to start 05/01/2026 and are expected to complete by 08/31/2026. - May be required to work outside normal business hours on weekends, evenings, and holidays as requested. - Candidates must currently live in Texas.
