This home-based (remote) position is open to Washington residents and those residing on the ID/WA and OR/WA borders.
The Opportunity
The System Administrator (HSC 3) plays a critical role in supporting the Washington State Department of Health’s mission to protect and improve the health of Washington residents. This position sits within the Office of Nutrition Services (ONS) in the Division of Prevention & Community Health (PCH) and manages the technologies that power statewide nutrition programs serving more than 600,000 participants annually.
By overseeing the WIC Management Information System (MIS) Cascades and related technologies, this role ensures secure, efficient, and compliant systems that support food delivery, data integrity, and high-quality customer service for state staff, local agencies, vendors, and the public.
Key Responsibilities Include
System Administration & Technology Management
• Administer and support the WIC MIS Cascades and associated technologies, including mobile apps, participant portals, communication software, and nutrition education platforms
• Maintain system performance, reliability, and availability across programs and users
Data Integrity, Security & Compliance
• Ensure program data integrity, confidentiality, and security
• Implement federal and state WIC requirements consistently across systems
• Support compliance with WIC regulations and reporting requirements
Process Improvement & Efficiency
• Identify and implement system enhancements that improve efficiency and usability
• Support continuous improvement of information management and food delivery systems
Customer Service & Collaboration
• Provide responsive, high-quality technical support to state staff, local agencies, vendors, and partners
• Collaborate with program, policy, and IT stakeholders to align technology solutions with program needs

Required Qualifications
There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
Option 1: A bachelor’s degree or higher in public health or related field; AND three (3) or more years of professional management or consultative experience in a health services program.
Option 2: Five (5) years of professional management or consultative experience in a health services program.
Additional Required Knowledge, Skills, Abilities, and Experience
• Experience managing a health data system, including administrator functions or back-end user support.
• One (1) year of experience working in a WIC program providing both program and technology support.
Preferred Qualifications
While these aren’t required, having them can help you stand out as a candidate.
• Experience serving as a team leader
• Experience providing direct WIC services
• Experience using WIC Cascades
• Change management experience or formal training
• Project management experience or formal training
• PMP certified project manager
• An advanced degree in public health, public administration or related field

Working Conditions:
The following describes the working conditions of this position, with or without reasonable accommodation.
Work Setting:
• The official duty station for this position is home-based. When not travelling for work, the incumbent may work from home, from a DOH facility, or work remotely from an alternate location.
Schedule:
• Standard business hours are Monday – Friday from 8 a.m. to 5 p.m.
Travel Requirements:
• Infrequent travel may be required of the incumbent, as needed. When traveling for work, travel statewide and out of state when necessary to perform the core functions of the position.
• May require overnight or multiple nights lodging.
• May travel alone or with another person.
• Legally operate a state or privately-owned vehicle OR provide alternative transportation and travel long distances in both daylight and at night, and in snow and rain conditions.
Tools & Equipment:
• Duties require the use of standard office furniture and equipment
Customer Interactions:
• Frequent interaction with department experts/program staff, other state agencies, and local partners in shaping the efforts of the department in addressing the needs of our state. Interaction may be in person, by phone, or by computer.
• Daily contact with culturally diverse customers (clients, local health jurisdictions, community-based providers, agency staff, other state agencies, and other interested groups).
• This position works in potentially stressful situations, with upset customers and demanding workloads.
Other:
• This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
• The DOH campus is a smoke-free, drug-free, alcohol-free, scent-neutral environment.
• This position may be required to conduct and/or participate in public health emergency preparedness and response activities.
