Overview
We are seeking an experienced certification specialist to help our company obtain Minority Business Enterprise (MBE) / Disadvantaged Business Enterprise (DBE / SBE where applicable) certifications at the Oregon state, Washington state, and U.S. Federal levels.
These certifications will be used to support subcontracting opportunities on HUD-funded and low-income housing projects, so accuracy, speed, and compliance are critical.
This role is not entry-level. We are specifically looking for someone who has successfully completed multiple MBE/DBE/SBE certifications for construction or subcontractor businesses.
Scope of Work
Evaluate company eligibility for:
Oregon state MBE / DBE programs
Washington state MBE / DBE programs
U.S. Federal MBE / DBE certification (as applicable)
Identify the most advantageous certification paths based on our ownership and structure
Prepare, complete, and submit all required applications
Compile and organize supporting documentation (ownership, control, financials, resumes, operating agreements, etc.)
Manage communications with certifying agencies
Respond to follow-up questions, audits, or requests for clarification
Advise on timelines, compliance risks, and post-certification obligations
Required Experience
Proven experience securing MBE / DBE / SBE certifications
Prior work with construction companies or subcontractors strongly preferred
Deep familiarity with:
State certification processes (Oregon & Washington)
Federal minority business standards
Ability to independently manage certification projects from start to finish
Strong understanding of ownership, control, and eligibility requirements
Excellent attention to detail and documentation accuracy
Preferred Qualifications
Track record of successful certifications without denials
Experience with HUD, public works, or affordable housing projects
Ability to clearly explain requirements and risks to non-legal stakeholders
Familiarity with recertification and compliance requirements
Deliverables
Completed and submitted certification applications
Organized digital certification package
Clear status updates and timeline expectations
Final confirmation of certifications (or written explanation of outcomes)
Compensation
Open to fixed-fee or hourly, based on experience and scope
Willing to pay a premium for proven expertise and efficiency
