Solicitation: Organisational Capacity Strengthening for Local Production of HTM Health Products (Africa) Consultant Background HSI is establishing an Expert Pool to strengthen the organisational capacities of African stakeholders engaged in the local production of HIV, TB, and malaria (HTM) health products. Assignments will be demand‑driven by national and regional stakeholders and contingent upon funding. Objectives • Organisational capacities of selected stakeholders in the area of local production of health products in Africa, especially HTM-related health products, are strengthened. • Provide rapid, high‑quality technical assistance that strengthens company and institutional capacity for HTM‑related local production. • Enable corporate partnerships, technology transfer readiness, and investment/partner engagement for African manufacturers. • Integrate capacity‑development (CD) content on HTM local production into the regular programmes of regional education and training institutions. • Maintain proactive communication with partner institutions and BACKUP Health during assignments. • Deliverables Each call‑down assignment will specify outputs, typically including: • Inception note: scope, methodology, workplan, stakeholders, risks/mitigation. • Technical outputs: e.g., capacity assessment, SOPs/QMS artifacts, GMP/PQ alignment plans, partnership materials, curricula/CPD modules, training-of-trainers packages. • Capacity outcomes evidence: documentation showing organisational improvements and integration of CD measures into regular programmes • Final report: activities, results, lessons learned, indicator updates, recommendations. • Requirements: • Advanced degree in public health, pharmaceutical sciences, biomedical sciences, industrial pharmacy, chemical engineering, or economics (or closely related). • English fluency and a strong preference for French fluency or working knowledge • 7+ years in HIV/TB/malaria health product manufacturing or HIV/TB/malaria products and/or in supporting GMP qualification and WHO Prequalification. • 5+ years in LMIC contexts in the above areas. • 2+ years of professional experience in Africa. Level of Effort (LOE) & Contracting • This is a short‑term, on‑call pool. LOE and duration will vary by assignment. • This is contingent upon funding • Experts may be contracted per call‑down under the framework. • Travel within Africa may be required, subject to security and client approval.
