Project Overview: MEASURE Program

The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project is a critical initiative aimed at providing support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia, and Central Asia (EUR/ACE). The primary objective of the MEASURE project is to oversee multiple areas of effort in non-humanitarian and non-military support for Ukraine, ensuring that funds are directed toward achieving foreign policy and foreign assistance objectives. As a key component of this project, monitoring data is analyzed and reported to all relevant U.S. Government (USG) partners involved in Ukraine assistance, Congress, and other stakeholders. This data is utilized to assess the effectiveness of programs in meeting USG foreign assistance objectives and to inform decision-making processes.

Job Summary: Reporting Specialist

We are seeking an experienced Reporting Specialist to join our team, supporting the MEASURE project in a remote capacity. As a Reporting Specialist, you will play a vital role in leading and supporting the reporting process, contributing to the team's various monitoring and evaluation (M&E) deliverables. Under the general supervision of the Field Team Leader (FTL) and in coordination with the Senior M&E Specialist, you will be responsible for producing high-quality written deliverables, supporting staff in developing their reporting skills, and ensuring the quality of all project documents. Key Responsibilities:

• Support and manage the reporting process for monthly, quarterly, and annual reports, as well as other deliverables as requested.
• Coordinate with M&E Specialists and Data Analysts to collect information for report writing, ensuring that all data is accurate, complete, and relevant.
• Compile and evaluate information obtained, ensuring that it is sufficient to produce reports that meet Department of State (DoS) requirements and templates, as well as relevant for the achievement of project results.
• Capacity-build staff on reporting, providing feedback to staff and consultants on their reporting inputs, and supporting the development of their writing and editing skills.
• Support MEASURE's field team in the writing, production, and editing of key English language written documents, including formal reports, analytical documents, and high-level meeting summaries.
• Ensure the quality and compliance of all project deliverables and other project documents with client requirements, making recommendations for additional analysis, data, or relevant information to be included in reports and other M&E products.
• Write concisely and clearly, incorporating high-impact language, and always connecting the information with project requirements to ensure relevance and effectiveness.
• Monitor program activities to ensure that they are carried out within a set timeframe, that expected outputs are completed, and that intended results are achieved according to MEASURE's quality standards.
• Conduct data analyses on the requests of MEASURE leadership, providing insightful and actionable recommendations to inform decision-making processes.
• Perform any other related tasks assigned by the Team Lead, demonstrating flexibility and a willingness to adapt to changing project requirements.

Essential Qualifications:

• Bachelor's degree in international relations, development studies, communications, or a related area is required; Master's degree preferred.
• Minimum three years of experience in a similar role, with a proven track record of producing high-quality written deliverables and supporting teams in developing their reporting skills.
• Experience in editing and reviewing the writing of peers, with a strong attention to detail and excellent English writing skills.
• Advanced skills in Microsoft Office Suite applications, preferably Word, with the ability to operate under pressure and cooperate with colleagues to accomplish deadlines.
• Ability to receive constructive feedback in a positive light, particularly related to drafted reporting, and to adapt to changing project requirements and priorities.
• Fluency in English is required, with excellent communication and interpersonal skills.

Preferred Qualifications:

• Experience working on international development projects, with a strong understanding of monitoring and evaluation principles and practices.
• Familiarity with U.S. Government funding and reporting requirements, with experience working with Department of State (DoS) or other government agencies.
• Knowledge of data analysis and visualization tools, with experience in conducting data analyses and providing insightful recommendations to inform decision-making processes.
• Strong project management skills, with the ability to prioritize tasks, manage multiple deadlines, and maintain a high level of organization and attention to detail.
• Experience working in a remote team environment, with excellent virtual communication and collaboration skills.
