ROLE PURPOSE:
This position is a short-term consultant role, with level of effort to be determined. The position is contingent upon contract award and is being recruited in response to an upcoming Invitation to Tender.
Blumont is seeking an experienced and highly credible Team Leader for an upcoming programme, commissioned by the UK Foreign, Commonwealth & Development Office (FCDO).
The Team Leader will have overall responsibility for the strategic leadership, quality assurance, and day-to-day management of a multi-disciplinary team delivering Political Economy Analysis (PEA) and demand-led Technical Assistance (TA) across the Sahel region, with a focus on Mauritania, Mali, Burkina Faso, Niger, and Chad.
This role requires a senior professional with strong analytical capability, deep experience in fragile and conflict-affected environments, and a proven ability to translate political economy insights into actionable, context-sensitive support for governments and partners. The Team Leader will serve as the primary interlocutor with FCDO, UK Embassies, and key regional stakeholders, ensuring delivery is responsive, high-quality, and aligned with evolving political, climatic, and security dynamics.
KEY AREAS OF ACCOUNTABLITY
· Provide overall leadership and management of the programme, ensuring delivery of Political Economy Analysis, Technical Assistance, and learning outputs in line with agreed specifications, timelines, and budgets
· Serve as the primary point of contact with the FCDO Sahel team, UK Embassies, and relevant delivery partners
· Lead the design and oversight of Political Economy Analysis, ensuring robust analysis, stakeholder and power mapping, and the formulation of actionable recommendations
· Conduct and contribute to assigned PEA and TA activities, including analytical work, advisory support, stakeholder engagement, and drafting of selected outputs, as agreed with FCDO
· Oversee the delivery of demand-led Technical Assistance assignments, ensuring support is adaptive, context-specific, and informed by political economy insights
· Ensure gender, disability, and social inclusion considerations are systematically integrated across all analytical and technical work
· Lead preparation, review, and approval of short proposals, methodologies, workplans, staffing plans, and budgets for individual PEA and TA assignments
· Ensure compliance with FCDO reporting, financial management, value for money, and delivery chain requirements
· Represent Blumont professionally with government counterparts, multilateral institutions, and regional stakeholders, as required
Requirements
QUALIFICATIONS and REQUIRED EXPERIENCE:
· Master’s degree in International Development, Political Science, Economics, Public Policy, Social Policy, or a related field (Bachelor’s degree required)
· Minimum of 10 years of relevant professional experience, including leadership of complex programmes in fragile and conflict-affected environments
· Demonstrated experience conducting and overseeing Political Economy Analysis, including translating findings into practical policy or programme recommendations
· Proven experience delivering short-term, demand-led Technical Assistance for governments or development partners
· Strong familiarity with the Sahel region or comparable contexts, including political, institutional, and conflict dynamics
· Experience personally delivering high-quality analytical and advisory work, in addition to managing and overseeing others
· Strong leadership, coordination, and team management skills, including oversight of multi-disciplinary and geographically dispersed teams
· Excellent written and verbal communication skills, with the ability to produce clear, rigorous, and policy-relevant outputs
· Working proficiency in English and French required
· Demonstrated ability to operate effectively in fluid, politically sensitive, and high-risk environments
· Commitment to ethical practice, cultural sensitivity, and inclusive development principles
TRAVEL REQUIREMENTS
· Potential travel to Sahel countries if required, subject to security considerations
